Promoting adequate and affordable housing and economic opportunities for low-income families, persons with disabilities, and the elderly in the Waukegan, Illinois area. Waukegan Housing Authority provides administrative and maintenance support to 448 conventional Public Housing units in four developments on thirty-one sites throughout the Waukegan area. The Housing Choice Voucher Program (a.k.a. Section 8 Program), is a federally funded program designed to help eligible low-income families secure decent, safe, and sanitary housing. The Waukegan Housing Authority administers the program by providing vouchers that enable eligible families to seek out suitable housing in the private sector. In order to be eligible for participation in the Housing Choice Voucher program, the head of household must be 18 years of age or legally emancipated, and at least one family member must have legal residency status in the United States.

Formed in 1949 to provide federally subsidized housing and housing assistance to low-income families, the Waukegan Housing Authority is headed by an Executive Director/CEO and is governed by a five-person Board of Commissioners and is subject to the requirements of Title 24 of the Code of Federal Regulations (hereinafter, “CFR”) and the HA's procurement policy. Though brought into existence by a Resolution and it is a separate entity from the City of Waukegan.
