Waukegan Housing Authority is looking for a Housing Choice Voucher (HCV) Administrative Clerk. Under the direction of the HCV Supervisor, the HCV Administrative Clerk will be responsible for rent and utilities calculations, and review and verification of residents for the Housing Authority. Employee exercises considerable judgment and initiative in carrying out day-to-day responsibilities subject to established procedures, practices and standards. Duties require considerable knowledge of HUD regulations on resident selection and the ability to maintain clerical records and prepare accurate and concise reports. Work involves considerable and constant public contact, often under trying conditions. Work assignments are received orally and in writing and are performed under the direct supervision of the Supervisor and Director of HCV who periodically reviews work through meetings, reports and analysis of results obtained.
Required Skills
- Provide assistance and information to the general public or other staff regarding Agency activities and programs, processes, policies and procedures; answer phones; take messages; greet clients and visitors; assist them in completing basic paperwork, receive a variety of time sensitive and/or confidential documents from visitors and assess for completion; maintain security of confidential information; and monitor lobby activity to ensure visitors are seen in a timely manner.
- Responsible for maintaining client physical & computer-based case files and records with accuracy and efficiency; review case files for program compliance to assure all documentation, information and signatures are current and consistent, complete, and accurate as required by the Housing Authority, HUD policies and regulations, and all other applicable Federal, State and local laws;
- Perform a variety of record keeping duties including maintain visitor logs, and other relevant logs and statistical records; enter and retrieve data from the computer.
- Receives the public and answers questions, in person and by telephone; responds to inquiries from employees, citizens and others and refers, when necessary, to the appropriate person, official or department.
- Provides administrative support to other positions as directed by the Director of HCV.
- Prepares recertification packets and verifies information; sorts and files documents and records, maintaining alphabetical, index and cross reference files, and analyzes and responds to applicant inquiries.
- Provides clerical support by witnessing signatures and verifying identification, copying and maintaining a supply of various forms for residents and the general public, sorting and distributing incoming and outgoing correspondence.
- Performs other duties as assigned.
Education and Experience
- Graduation from a standard high school or vocational school.
- Two (2) years of responsible clerical experience. Public reception experience is desirable.
- Equivalent to the completion of the 12th grade. Additional specialized training in office procedures and practices is highly desirable.
- Bilingual/bi-literate skills desired – English/Spanish.
Special Requirements
Must have clerical aptitude, good judgment, tact, and courtesy. Skill in the use of a calculator, computer, and other common office machines. Must maintain an effective working relationship with subordinates, superiors, residents, landlords and social service agencies. Possession of a valid State of Illinois Driver’s License.
Work Schedule: 8:00am-5:00pm Monday thru Friday
Salary: $35,568 annually
